Lebanon Gets A New Lease Of Life Through 3RF Plan

 A conundrum that faces many nations suffering from dysfunctional democracies is the disbursement of international aid. Most of these economies suffer under corrupt governments, civil war, and therefore a resulting lack of systems in place.

To solve this cycle of public suffering, the United Nations along with the European Commission and the World Bank has now announced an innovative model for disbursing aid to one such country in need- Lebanon.

The consortium of nations and the UN together has devised the Reform, Recovery, and Reconstruction Framework that will extend for 18 months starting from December. The framework is essentially going to address the Beirut explosion mayhem that leads to loss of life and property, all due to government negligence. The explosion saw more than 6000 displaced and injured and 200 lives lost.  

Being called the 3RF, it is meant to create a pool to ensure medium-term recovery and construction efforts that lead Lebanon into a sustainable state of being. This time, civil society has been made responsible to oversee the implementation of funds. Disbursement of funds will happen directly to the nongovernmental groups and businesses. 

A steering committee comprises representation from the government, along with the private sector and representatives from the civil society. Working on the minds of the innocent and uneducated Lebanon population for decades, the elite political bigwigs have ruled over. Their followers from the older Civil War-generation have idolized these Lebanese political elites. However, the youthful Lebanon that is well-informed cyber generation sees through their corruption and has been crying aloud ‘governmental reform’. 

Western powers have a vested interest in the country. They, therefore, felt it was necessary to feed on the internal strife and unrest. The corrupt government itself pushed the country down to the ground, as it devoured international funding and never let it reach the needing public. The result was mass hysteria and protests that torched the city for months together before the pandemic hit the lot even worst. A group of former Indian ambassadors sent off a hard worded open letter that has called Canadian PM Justin Trudeau’s voice for Indian farmers is a cheap vote-gathering trick. 

Mr. Trudeau’s stance has not gone well with the Centre in New Delhi and has left many eyebrows raised. The open letter that was signed by 22 ex diplomats also raises the question of Trudeau’s change instance that he initially had held in the WTO where Canada had been critical over the Indian Minimum Sales Price (MSP) system. 

India is trying to do away with the middle big farmer system and maintain an MSP system where each farmer actually gets paid for his due production via a private buying network. 

Trudeau’s political position has been seeing some choppy waters since the pandemic hit Canada severely. After his embarrassment over China backing out on vaccine delivery, his credibility has been under the scanner. 

According to the open letter, Canada’s healthy economic trade with India could become a little sour owing to the fact that "not un-often, bilateral political equations develop stress, due to the propensity of certain Canadian political parties and leaders to engage in vote bank politics."
